Research On Problems And Advices Of Developing Public Hearing In China

As an important reform mechanism of public policy-making system, public hearing promotes scientifinization and democratization of public policy decision, conducts the public to take part in policy making process openly and effectively. In the past 10 years more since 1996, public hearing positively improved system-reform of politics and public policy making system in China.As in the primary stage, there are some problems in theory and practice of public hearing system, and needs definition in theory research. This paper summarizes and elaborates the internal main problems of public hearing system in theory and practice. The policy makers should establish correct hearing concept, the public should change the misunderstanding of hearing function .Public hearing just plays a link in policy-perfection, hearing asks the public for opinions, communicates the public and policy makers in tow-way. The problem of policy-making system only can be solved by its profound self-reform.In this paper, the first chapter expounds from citizen interests, public interests and their relations with policy making, brings up that public hearing is an important way to make policy scientifically and democratically, mainly expands on function of public hearing. The second chapter summarizes the developing process and its function in public policy system of hearing system, concludes and analyzes its main problems in theory and practice. The third chapter brings up that, first of all, set up correct guide idea to perfect public hearing. Then, analyzes the system limits of hearing in our country, and brings up some suggestions on governance theory to perfect public hearing system.
