An Analysis On The Problems And Suggested Solutions Of The People's Congress System In China

In China, all the power of the country belongs to the people. They voice their will and advantage by the deputies who was accredited. The People's Congress System is the protection and restraint of the deputies, therefore, improve the People's Congress System can not only ensure the deputies'interests, restrain their behavior, but also protect the people's interests effectively.Based on the contents of the People's Congress System in China, the text analyses the problems with it. Some measures and suggestions were put forward to improve the System in the end. This thesis is divided into three parts.Part one is the main content of the People's Congress System. It mainly introduces some information of the deputies to People's Congress, such as their election, tour of duty, rights, obligations, station, function, and some measures which protect them when they perform their duties. Meanwhile, it compares the People's Congress System with the assemblyman system in the western country.Part two is the problems of the People's Congress System in China. This part analyses the problems of the deputies'election and intendance. For example, the s narrow cope of direct voting, the absence of competition in the voting, the excessive deputies, most of the deputies are non-fulltime, all these problems take a negative impact to the People's Congress System, influence the exercise of the deputies'power.Part three is the measures and suggestions to improve the People's Congress System in China. It gives some suggestions aimed at improving the People's Congress System. Such as improve the deputies'voting through consummate the law and using competition system, making complete intendance in all the process of voting, improve the fulltime deputies system, improve the deputies'quality by establishing the deputies'training system, etc.
