At present, rural areas in China have showed the pattern of " Men to work while women to farm" and agriculture-feminization. Women have been the main role in building the rural Three-Civilization and a comprehensive well-off society. Based on the first "Outline for the Development of Chinese Women" in 1995 and the "village committee organization law" in 1998, the basal governments start to explore the ways to implement rural women's participation institutional in practice and to realize "social-gender" mainstreaming in village autonomy.This thesis uses "institutional change" theory of North and "social-gender" theory as the research tools, and takes the systems of three terms' women participating in village autonomy in Township C in Hubei Province as the sample. Through interviews, documentation and analysis of questionnaires, the author describes the policies supply system and the evolution process, analysis non-balanced system of state under different policy supply , make the perspective of rural women's participation in the village autonomy system to be "progressive" perfect from innovative system. In addition to Preface of the article, the main contents includes following five sections:The first part combs the history of rural women's participation in village autonomy by in-depth interview of two women cadres of different periods.The second part analysis the institutional demand of the rural women's participating in the village autonomy. The article proposed,political democratization and the awareness of social-gender, and the double discrimination of rural women's participation in village autonomy are the internal demands of the rural women's participation in village autonomy, building a new socialist countryside and the new governance model after rural taxes and fees are the external demands.The third part describes three institutional supplies and the evolution process of Township C in Hubei Province, explores different status under each institutional supply of women's participation in village autonomy.The fourth part studies the non-equilibrium of the policy supply -demand and the reasons in process of institutional change.The fifth part as the conclusions of this paper .According to the reasons of the non-balanced institutional supply-demand, attempts to make "progressive" changes from Induced of a mandatory system optimization and system changes.In this paper, the innovation reflected in the following areas: (1) it breaks through the limitations of the study of cross-sectional; (2)This paper uses Institutional Economics " institutional change" theory and "social-gender" as analysis tools;(3), Author uses "demand-supply-balance" system mode to design the framework, try to learn from economics of " supply -demand" model to public administration.
