Research On The Exploration Of Gender Quota System In The Process Of Villagers'Autonomy

Women's political participation is an important measure of women's status and social civilization.Since the founding of New China,it has been made clear in various laws that women and men enjoy equal rights,and that promoting women's political participation is an important responsibility of the state.However,influenced by the deep-rooted traditional gender concept,rural women in China are always in a weak position in the election competition of village committees.The problems of marginalization of power and low-level positions are prominent,and their participation in politics is not optimistic.This has greatly affected the exercise of rural women's democratic rights,restricted the improvement and progress of grass-roots democracy,and hindered the coherence of the basic national policy of equality between men and women in the vast rural areas.ImplementationWhile perfecting the system of villagers'autonomy,the Party,the government and departments at all levels have adopted active policies to vigorously promote rural women's participation in villagers' autonomy,and made great efforts in improving laws,building systems and optimizing policies.After a long period of exploration,continuous summary and concise,finally,'the gender quota system,which takes "full-time and full-time election of women members"as the main practice,was successfully practiced in the election of village committees and promoted nationwide,effectively promoting the political participation of rural women and achieving remarkable results.This study starts with the evolution and development of the gender quota system in the villagers'autonomy in China,comprehensively and accurately grasps the practice process of th e gender quota system at th e grass-roots level,and reveals the historical necessity and inevitability of rural women's political participation in this spontaneous and conscious exploration.Secondly,Fujian Province is selected as a micro-research sample,supported by the analysis data of three surveys of rural women's political participation in Fujian Province,to prove the positive significance and value of gender quota system in promoting rural women's political participation.It not only has a comprehensive grasp,but also has some analysis,objectively and truly shows the changes of rural women's participation in villagers'autonomy in recent 20 years.At the same time,from the perspective of "intersection"theory in gender theory,this paper analyses the problems and practical dilemmas of making gender quota as a public policy from macro,meso and micro factors.In order to further enhance the effectiveness of gender quota system in the practice of villagers'autonomy,promote rural women's political participation and promote rural revitalization,four suggestions are put forward:filling policy gaps,optimizing policy practice path,cultivating advanced gender culture and improving women's own quality.
