In the Communist Party of China, Mao Zedong is the initiator of using foreign capital. He first suggested this idea in the period of Chinese Soviet Republic, and turned it into mature in the War of Resistance Against Japan. During the Liberation War, Mao Zedong put his effort to protect foreign-funded enterprises. After the founding of New China, Mao Zedong led a large-scale practice of introducing foreign capital which focus on Soviet Union and other countries in Eastern Europe. Later, with the deterioration of Sino-Soviet relations, some deviations in Mao Zedong `s understanding of utilizing foreign investments emerged, however, he did not completely end the activities of using foreign capital.Mao Zedong viewed the major purpose of using foreign capital on accelerating Chinese industrialization. In this connection, he formulated the prerequisites and principles on utilizing foreign capital, and defined a path of introducing foreign capital. All of these constituted the major contents of his thought of using foreign capital. From the view of characteristics, Mao Zedong paid great attentions to the initiative role in enhancing productivity of foreign capital; he observed and promoted the use of foreign capital in the way of politics; his understanding of using foreign investments displayed a propensity of anti-imperialist and anti-dependent.For the historical restrictions, there are some serious deficiencies in Mao Zedong`s thought of using foreign capital, which include insufficient necessary preparations for using foreign capital for a long-term, and the lopsided understanding of utilizing forms, and so on. The main root for these shortcomings is the traditional opinions on socialist, and the direct reason is the impact of adverse international environment.New China`s activities of introducing foreign capital which guided by Mao Zedong`s thought of using foreign capital brought a far-reaching impact for Chinese social development. The investments from Soviet Union and other Eastern Europe countries played a positive and effective role in promoting Chinese productivity and changing Chinese poor and blank backward situation. By the introduction of foreign capital from capitalist countries, we developed a non-governmental friendships to Western countries and made a result of"promoting governmental relationships by economic cooperation". In the Reform and Opening up period, Mao Zedong`s thought of using foreign capital still provides us some practical inspirations. It reveals that: We must understand the nature of foreign capital clearly and adhering to the developing road of socialist; we should co-ordinate domestic development and opening to the outside world and construct an innovation-oriented country; our foreign investments should meet the requirement of equality and mutual benefit, and promote common prosperity.
