| Peace and development has become the theme of the present world, and human beings are trying hard to build a harmonious world and international society. However, this theme is still obsessed by disharmonious notes. After the cold war, the international society has been in a state of anarchy that the power of international restriction and control are on an obvious decrease and that terrorism has stepped over national boundaries in an overflowing manner. Terrorism, which is known as the "plague of the 20th century" to challenge the international order, offense modern civilization and jeopardize the entire human race, together with political corruption and environmental pollution are regarded as the 3 21st century threats to the human beings. The harm brought by terrorism is growing daily, threatening the world peace by means of provoking territorial wars and military conflicts that kills people in large amount. This paper, from the angle of terrorism's basic characteristic and its evolution, tries to make a systematic account and in-depth statement of the traditional terrorism theory by focusing on the new changes, new characters and the factors that lead to its overflowing after the cold war, so as to seek for an effect way to prevent and defeat terrorism on the base of having a full knowledge of its harm. At present, there are still divergent opinions towards terrorism on the series of problems like counter-terrorist wars. On the presupposition of seeking common points while reserving difference, countries all over the world must reach a whole hog agreement of counter-terrorism and form a broad and solid counter-terrorist alliance to fight back the terrorism. It is in this way that the national security and world peace could be secured. It has been proved by practice that the only way to realize this goal is to stand the correct counter-terrorist position, strengthen the international cooperation, unify the standard, and extirpate the root as well as the superficies of terrorism. |
