A Study On The Unification Of The Concept Of International Terrorism

From the end of twentieth century to the present, the number of internationalterrorism crimes is growing rapidly, which puts serious threats on international peace,stability and well-ordered society. However, for a long time, the internationalcommunity has failed to reach an agreement on the conception of internationalterrorism crime, which has severely restricted the effectiveness of internationalsociety to fight against terrorism crime. In order to punish crimes of internationalterrorism in a more valid way, all countries should reach an agreement on theconception of international terrorism within the framework of international lawurgently. Based on international law, this paper will make an exploration and researchon the unified conception of international terrorism crime.Elaboration will be made from the following five aspects.1、At present, without an unified conception of international terrorism crime hasbecome one of the main obstacles for the international society to crack down oninternational terrorism. This chapter will briefly discuss the dilemma, necessity andsignificance of unifying the conception of international terrorism crime.2、Through interpretation of the history of international terrorism, this chapterwill analyze the characteristics of international terrorism. Besides, combined with thenew situation of international terrorism ‘Islamic State’, this chapter will weigh onanalyzing new characteristics of international terrorism and delimit its connotation.3、In order to define the conception of ‘international terrorism crime’ moreproperly, this chapter will analyze the definition of some international organizationsand countries on this subject and find out their general characters.4、To seek out the essence of international terrorism crime, a comparison ofinternational terrorism with underworld crime and cult crime will be made whenanalyzing international terrorism.5、Finally, this paper will present a new model of unifying the conception ofinternational terrorism crime as a theoretical reference for the conception ofinternational terrorism.
