The paper mainly studies"Security Dilemma"and the development of the relations between India and Pakistan during the past 15 years after the Cold War. India and Pakistan are big powers in South Asia. The peace of South Asia is decided by the relations between them. Since separating, India and Pakistan have conflicted with each other because of their divergences in history, religions and territory. The lasting Indo-Pak confrontation supplied us a good model of Security Dilemma. Indo-Pakistani Security Dilemma affected their countermeasures and made a latent dangerous trend. Despite the international situation relaxed, the tense situation between India and Pakistan hasn't changed since the end of the Cold War. The long time hostility of Indo-Pak relations has become a serious barrier to their political confidence,economic mutual benefit,security interdependence and cultural exchange. Indo-Pak relation is the most important one in South Asia international relations, which impacted other countries to adjust their foreign policies in South Asia. Inevitably, Indo-Pakistani Security Dilemma also made China face a more complicated situation in her foreign policies in South Asia. That is to say,China has to face Sino-Indian Security Dilemma and Sino- Pakistani friendly cooperation at the same time.Indo-Pak relation is one important bilateral international relation in South Asia. As India and Pakistan have long feuded over national, diplomatic, military and security strategy and neither of them would make concessions to the other. The two sides had met in battle for a very long time which was for the ownership of Kashmir and geo-political war, which caused the dilemma. The two countries' geographical contiguity creates issues of contention and increases opportunities for confrontation. Deep causes of the rivalry lie in such factors as India and Pakistan's ideas of their own nationhood, and both of them wanted to have the aid of big powers to bring pressure to bear on each other. India hoped that USA could help it to elevate its economic strength and international status; However, Pakistan looked to resist India's pressure with the aids of America. Big Powers, on the grounds of different national interests, made their ways to South Asia, thus projected heavy impact on the Indo-Pak relations.The article expounds that the pattern of the world has been changed very completely after the cold war. Despite recent improvements in Indo-Pakistani relations, their fundamental political and territorial disagreements remain unresolved. Despite recent improvements in relations between the two countries, the fundamental factors driving Indo-Pakistani conflict, such as conventional asymmetry, national identity, irredentism and the presence of nuclear weapons, are unlikely to change soon. It is unlikely to end the present military conflicts in a short period and it can not exclude the possibility that the tensions might be further aggravated. The Kashmir region will remain under the shadow of"low- intensity war"for a long time. But with the development of globalization, the hostile Indo-Pakistani relationship will also be limited and more rational. India and Pakistan will turn hostility into friendship, turn confrontation into cooperation. The paper also tries to analysis the rational countermeasures and the possible development of Indo-Pakistani security situations, believing that they will have a glorious peace. China, as a neighbor of both India and Pakistan, sincerely hopes that they could work out a peaceful way that acceptable to both sides to ease up their tensions in Kashmir and gradually terminate military confrontation so as to realize peace and stability in South Asia as early as possible.In this paper, we have used the following research methods: definition, Summarization, comparison, and so on. There are four main parts in the paper:Part one:"security dilemma"and the development of the relations between India and Pakistan. Firstly, we defined the concept of security dilemma. Secondly, we analyzed the deep impact of"security dilemma"upon Indo-Pakistani relations and the development of the relations between India and Pakistan after the Cold War.Part two: the Indo-Pakistani"security dilemma"situations. We analyzed India and Pakistan have long feuded over national, diplomatic, military and security strategy. India wanted to keep her regional hegemony and Pakistan wanted to build up her regional strategic parity. Then we analyzed the deep causes of the Indo-Pakistani"security dilemma".Part three: the relations between India and Pakistan under Indo-Pakistani security situations. In this part, we explore the Indo-Pakistani security strategies. Furthermore, we analyzed Indo-Pakistani security situations standardized their diplomatic actions. And the habitual thinking made the relations between India and Pakistan continuously critical and deeply affected their security. Part four: the analyses of the relations between India and Pakistan after the Cold War. In this part, we analyzed the causes of the continuously critical of Indo-Pakistani relations and analyzed the barrier of improving their relations. But with the development of globalization, the hostile Indo-Pakistani relationship will also be limited and more rational.In the ending part of the paper, we try to analyze the possible development of the relations between India and Pakistan. We also analyze the impact of the Indo-Pakistani"security dilemma"upon China and China's rational strategy in such situations.Through the research about Indo-Pakistani"security dilemma"and the development of the relations between India and Pakistan after the Cold War, we clearly see that Indian and Pakistan are facing good opportunity and enormous challenges in their relationship. In globalization age, India and Pakistan should cooperate as friendly as possible and deal with concrete matters relating work to maximize their interests. Analysis of Indo-Pakistani"security dilemma"and the development of the relations between India and Pakistan will help us to have a strategic thinking for security dilemma of Chinese surroundings, and also help us to formulate and carry out rational diplomatic policies. It will help us to establish harmonious diplomatic relations with our neighboring countries.
