On The Humanization Of Management By Objective In Our Nation's Public Policy

The MBO (Management By Objective) theory is proposed by the management master, Drucker. Its essential is that the enterprises, on the basis of the overall target, should set up their individual goals by self-control and the division of authority so as to promote the enterprises' efficiency. After the theory is implemented, the enterprises indeed obtain a beneficial result. While it's put into effect in the field of the public policy, the effectiveness of the theory is not so obvious as that of the enterprises' management. One factor can be contributed to people over emphasizing a high profit while ignoring fairness and justice in the filed of the public policy. Therefore, putting forward the concept of human-oriented becomes particular necessary and urgent.Especially under such background with the complex issues, the diversification of main point, and the broad extension of the public policy, paying attention to the concept of human-oriented not only ensures the efficiency but also the realization of fairness in the public policy. After that, the role of government can be transmitted from "dominating" to "governing" till to "serving". It's the main purpose of taking human as the first place in the field of MBO in public policy; meanwhile, it's also the interior need of the New Public Management.The thesis, taking our country' public policy as the starting point, analyzes the actual condition of the MBO' s implement in the area of the public policy. Besides, the paper also uses the study research and achievement of home or foreign for reference. Furthermore, the passage explores the causes that lead to the ignorance of the concept of human -oriented. Finally, it provides some solutions to handle difficulties in the field of the public policy to achieve the target of human-oriented.
