In recent years, the third sector emerges in our country rapidly. They not only advance the development in economy and society, but also have profound influence on the existing government public administration pattern. The third sector will resist when they discover that the government policy is obviously unreasonable or illegal. With increasing on times and enlarging on frequency of government supervision, the effect is generally obvious. The supervision way outside the government department plays an extremely important role in preventing government power alienation, strengthening the operation performance of the power supervision system and promoting the process of democratization of politics.However, it is quite objective that the third sector development is not long in history, there are many insufficiencies on external survival environment, internal structure and the function. Moreover, the third sector causes many problems in the process of supervision, such as the absences of supervising main body, the weakness of supervising power and the resistance of government. For solving the problems above, specific measures should be taken to improve the supervision performance of the third sector in view of training citizen's democratic rights consciousness, enhancing the third sector's ability, changing government's idea, optimizing system environment and establishing the three-dimensional monitoring system.
