The change of salvation and management institution of China's outcast in cities is a complex evolution. The changes from control to salvation, from compulsion to willingness, and from management to service not only indicate the protection to social vulnerable groups, but also show the progress of social civilization. This paper uses the theory of function of the government, equity and justice, analysis of public policy and etc, and the experience of other countries dealing with the same problem to analyze the present salvation and management institution of China's outcast in cities. The present salvation and management institution of China's outcast in cities is according to the spirit of respect and protect human rights in the idea of legislation, and it is more reasonable and humanistic. In designing the system, the actualization of every institution will be affected and restricted by the stakeholder and policy environment and so does the present salvation and management institution of China's outcast in cities. Government, outcasts and other social public as well as our country's economic, social and cultural environment in social transformation period have a direct or indirect influence on the actualization of the new institution. The new institution can be ameliorated in the policy level by consummating The methods of salvation and management of China's outcast in cities, connecting with public security to establish and complete the social salvation system. In personnel level, we should exert the dominant function of government, and give the salvation to the outcasts by dividing them into different sorts, meanwhile positively maneuver the social power to participate in it.
