The Research Of Salvation Management Station’s Service From The Perspective Of New Public Service Theory

Salvation Management Station is an important part of the social security system.Its quality of service directly affects the construction of service-oriented governmentand its functioning also plays a significant role in the stability and harmony of thewhole society. However, being faced with China’s current complex social environment,social class and social structure which dramatically changes and begging phenomenonwhich moment changes, the service of Salvation Management Station faces enormouschallenges. Therefore, it’s a priority to enhance the service level of SalvationManagement Station better, make efforts to improve the living conditions of the targetrecipients of assistance and promote a more active and effective service of SalvationManagement Station. Looking at the current situation, although the service level andservice quality of Salvation Management Station has improved and developed to acertain degree, especially since the introduction of professional social workers, theservice level continues to the specialization ahead, many deficiencies still exist in theactual process of assistance services. The deficiencies are such as the serviceawareness of staff is relatively weak, the interest demands of recipients can not be met,the mobilization of social forces is inadequate and the coordination of relevantdepartments is insufficient. The main causes are role change of staff is lagging behind,service objectives of Salvation Management Station appear deviation, definition ofthe relevant departments’ responsibilities of assistance service is vague andmanagement laws and regulations of Assisting vagrants and beggars are absence.From New Public Service Theory, this paper uses the core idea of the new publicservice theory: services for citizens, the pursuit of the public interest, emphasis oncivil rights and multiplicity of responsibilities. Finally, the paper puts forwardsolutions to improve service of Salvation Management Station by analyzing itsproblems and causes and learning from the advanced experience of foreign countries.Specifically, the solutions are enhancing service awareness of staff to let themestablish a sense of active service, making efforts to build a reasonable service supplystructure to form a rescue service system of government-led, departments cooperated,community involvement, vagrants and beggars coordinated, accelerating theimprovement of laws and regulations of assisting vagrants and beggars to giving itsfull legal guarantees.
