Nanning becomes a permanent settle of the China-ASEAN (the Association of Southeast Asian Nations )exhibition , the China-ASEAN Free Trade Area, the North economic cooperation zones, the Great MeKong Area Cooperation, and the porch with the combination effort of China and Singapore. This brings great chance as well as challenge to Nanning generally becoming an international regional central city. The government management plays an essential role in seizing the chance and facing up to the challenge in order to boost the economy development of Nanning , make Nanning play a full role in forefront strip of China-ASEAN Free Trade Area, and brilliantly complete all kinds of fuctions of a international regional central city. The level of the government management, as it is, depends on the capacity of the government official workers. At present, Nanning government institutions have a complicate staff problem and some of the staff are not qualified. Furthermore, the administration methods and service ways of the government are generally outmoded. Therefore, it is imperative to raise the public officer capacity and enhance the staff training.This essay draws and analyzes the enlightenment for Nanning's new training mechanisms through the study of the England , America and Singapore training mechanism; introduces the situation of the staff training mechanism at home and the execution in Guangxi Province, and figures out the existing drawbacks of the mechanism and the humanizing, marketing and internationalizing development direction .Then the paper introduces the present situation of government employees in Nanning from the aspects of the staff structure, training funding channels, the training contents and institutes. The paper penetrates into the exiting problems and the reasons of the Nanning public officer training from four training mechanisms --managing mechanism, teaching mechanism, encouraging mechanism and testing mechanism—to propose innovative thoughts for the Naming public officer training and to set up a new reasonable and feasible developing mechanisms. Finally, the paper makes a prediction on the exercise of the new mechanisms and the probable problems. The author hopes to solve the problem in the training and improve the training mechanism so as to improve the ability of the government office workers and then raise the efficiency of the government.
