With the advent of the information age, the competition is increasing in21st century. However, the most essential of all fields of competition is the talent competition. Based on the fierce international competition and development, China wants to get the active advantage and it is necessary to build a firm political stance, high-quality, professional civil servant. To adapt to the needs of economic and social development in the new era, and improving the management ability and the management level, we must further strengthen the civil servant training work. In recent years, the demands of Chinese civil servant training are becoming various. All kinds of social training institutions have appeared and begun to enter the civil servant training market. It is initial formation of the party school, administrative institute, the government internal training institutions, universities and other social training institutions to compete. This paper first defines the concept of the civil servant training institutions and analyses the background of diversified civil servant training institutions. Next, it expounds from the theoretical perspectives of human capital theory and new public management theory to explain diversified civil servant training institutions. Once more, it analyses the current situation and problems of the civil servant training institutions diversification in Nanning. It also summarizes the developed countries experience of diversified civil servant training institutions. Finally, it puts forward consummate countermeasures of civil servant training institutions diversification in Nanning. These countermeasures are including that to reform the organization and management mechanism, to construct the market competition mechanism, to improve the diversified financing mechanism, to consummate the quality evaluation mechanism, to strengthen the supervision system, etc. in the civil service training in Nanning. The author hopes that this paper attempt to explore the road to solve the current problems in civil servant training institutions diversification in Nanning with a aim to make a contribution to create a high-quality and professional civil servant and to enhance the government’s ability to govern.
