Ethnic Legislation Research Of The Yao Autonomous County Of Jinxiu

This article researches the problems of Autonomous counties'ethnic legislation which under the Scientific Outlook on Development of the visual field. By researching, inquire into the channels to improve the autonomous counties'ethnic legislation of our country, ensure the autonomous counties can exercise its own rights fully, promote the scientific development of the autonomous counties, then persist in and improve the system of regional ethnic autonomy better. This article researches the historical development process of the ethnic legislation of Jinxiu, it can be divided into three stages, beginning, stagnation and prosperous development. The view of this article is that the ethnic legislation of Jinxiu has enhanced the position of the people of Yao, encouraged the harmonious relation between the people of all ethnic groups and the development of economic society and ethnic education, preserved the unique natural resources and traditional culture of Yao. But at the same time, it also has a lot of problems, such as the foundation of economy is weak, the quality should be improved, the overall consideration is not enough, the result of some ethnic legislation is not obvious, the autonomous right hasn't been respected fully, the enthusiasm of ethnic legislation of the autonomous organ is slacking up, the theory research and the ranks is frail and so on. As for these problems, the view of this article is that the autonomous counties and its upper state organs and even the central organs of our country have to make efforts together to construct the ethnic legislation pattern which conform to the requirements of the Scientific Outlook on Development. This paper also analyzed and put forward suggestions about the problems of improving the ethnic legislation of Jinxiu which under the Scientific Outlook on Development of the visual field. The first suggestion is to emancipate the mind, thoroughly applying the Scientific Outlook on Development. Second, deepen reform, make the ethnic legislation right of the autonomous counties clear. Third, adhere to development, set up the central position of the ethnic economy legislation. Fourth, put people first as its core, expand the ethnic legislation participation in an orderly way. Fifth, make it comprehensive and balanced, realize the sustained development of the ethnic legislation and all kinds of construction. Sixth, persist in overall consideration, improve the supporting legislation of ethnic legislation. Seventh, emphasize the actual effect, heighten the effectiveness and quality of the ethnic legislation.
