Rural social assistance qua the last safety net of our country's rural social security system has great effect in meliorating the living condition of farmer, holding the stabilization of country, and boosting the development of rural economy. In the background of constructing harmonious society and new country, it seems more important to struggle for a better rural social assistance. From opening reform, the work of social assistance in our country has been innovating, and offers the needy people basic security availably. But owing to the failure of the government in rural society assistance, there are still some new problems existing in the building course of rural social assistance,which lend space to NGOs to attach themselves to rural society assistance. And NGOs proved its function in solving problems coming with"government failure","market failure", and double failure with its practice from the day they sprang up. At the same time, there is"voluntary failure"in NGOs, so they cannot take rural society assistance in hand on their own. On the basis of affirming the government's duty, the paper tries to discuss the ways how to construct the cooperation relationship between government and NGOs in rural social assistance by analyzing the history and actuality of rural social assistance system, the evolvement current of power pattern, the comparison of advantage and disadvantage between government and NGOs in rural society assistance, and referencing the experience of NGOs participate in social assistance overseas.
