A Research Of China's Rural Social Assistance For Disabilities

Rural people with disabilities are a special vulnerable group of society and they are the main parts of the rural poor with the worst of living conditions. Solving the basic living problems of rural people with disabilities not only relates to carry out the cause for the disabled, but also to realize the goal of building a moderately prosperous society. The development of the cause of persons with disabilities should be focused on persons with disabilities in rural areas and the development of rural people with disabilities is the most fundamental cause of social assistance in rural areas of work of persons with disabilities. It from the most basic sense, reflects a country's development level and the degree of civilization, plays a key role in the stability of society, can give the most basic sense of security and respect for people with disabilities, lays a solid foundation to realize their values.In this study, all the disabled in one of county in Hunan Province were the research object. Questionnaire and case interview were used to obtain information. This study analysis the main source of income, standard of living, life care, housing, medical rehabilitation and social assistance needs of persons with disabilities,tries its best to truthfully reflect the shortcomings of social assistance in rural people with disabilities. The survey shows the biggest demand of rural people with disabilities living assistance; their vulnerable social support system; imperfect rural disabled social assistance laws and regulations; imperfect medical rehabilitation assistance; concern the education of children with disabilities in rural areas; the lack of employment support for rural people with disabilities and their family members; neglect services relief to rural elderly disabled. Finally, in view of the conclusions derived and drawing social assistance system of people with disabilities successful experience, the author proposes the measures to improve the rural social relief system of persons with disabilities: increasing government investment in order to mobilizing social resources; improving the social assistance of persons with disabilities laws and regulations; establishing rural welfare benefits for persons with disabilities; accelerating the construction of special education in rural areas; extending vocational training to improve the employment skills of disabled persons and their family members; emphasizing on the daily service to help elderly people with disabilities.
