The refugees problem is hot spot and difficult point problem in the international relations nowadays,it is not only a humanitarianism problem superficially , related to the capable humanitarianism of refugee individual food and clothing living problem,but it is a very strong problem of political nature in fact , involved in problems such as international relations, internal and foreign affairs , geopolitics , biological resources, religion nationality. Therefore, the international community pay close attention to it extremely,set up laws and statutes handling refugees problem and found the UNHCR etc, and work out an activity carrying out the special project, however these activities are not enough to solve it.Under the economic globalization. politics unify international political economy environment, the theoretically new liberalism and hegemonism is overabundant, therefore the main body of a paper sets off from globalization visual angle ,talk us about refugee definition firstly,secondly refugee's fundamental type,thirdly impacts of refugees problem over international politics , economy , culture , society , ecology civilization,and then list some mechanisms and defects of the refugee policy, finally give a path to solve the defect of a series of problem about these refugee policy and mechanism. According to the relevance, the international law article and international common practice divide the refugee into "Nathan passport " refugee , convention refugee , regulations refugee , protocol refugee etc. The refugee problem and various countries' political stability, the economic development ,the country conflicts and so on nationality, race, religion are closely related,the armed conflict, the ultranationalism, the racial discrimination, the extreme poverty and the bad natural environment are the main root. Refugees are large quality and hot spot area, discriminated, the refugees problem is affected by powerful country politics factor. The refugees has affected anti-terrorism policy , immigration policy , culture, social development ,politics trend and ecological environment, or spreading culture , promoting exchange ,the negative effect greater than facade affects.The international community and each sovereign state have been to resolve a refugees problem , have adopted a lot of policy and mechanism: Being to set up a special agency first , or NGOs, being the legitimacy secondly , speciality project, UNHCR in touch with. There are some problems at present, for instance , every country refugee policy and mechanism are difficult to link up; disicrimination; The fund;Participation; The driving force mechanism lacking; a various valuable outlook, needs to perfect policy further.The refugee question has more positive influence to the international society than negative influence, moreover present solutions in the refugee policy and mechanism has many flaws, needs to further consummate. At the same time, the international society and the main great nation should advocate respecting country sovereign and territorial integrity,or attack interference with the internal affairs of other countries and the peaceful settlement of the disputes, the racism, thus eliminates politically refugee's root,moreover,we must change the unreasonable international economy order diligently, reduces the north and south disparity. Our country need insist the following two points: Firstly, insist to conform the harmonious world politics viewpoint and the concrete policy choice; Secondly, insist the humanitarianism principle, make the UNHCR play constructive role in solving the refugee problem.
