The Study On The Choice And Application Of Governing Instruments

As the thought and self-examination of the governance crisis in the late 1970s, public administration has undergone great changes theoretically and practically. In the terms of theory, public administration entered the stage of public management, of which governance theory is an important branch. Governance theory includes three major themes: governing structure, governing instrument and governing ability. Among them, governing instrument is the core issue of governance theory. However, the research on governing structure and ability is comparatively much more, the governing instrument is neglected to some extent in the long term. Secondly, practically speaking, the development of society makes the government be faced with a more complicated situation of governance, the problems that countries encounter in the practice need the theory of strong explanation to support and guide urgently. This dissertation is just going to make a study on the choice and application of governing instrument on the basis of these theoretical and practical needs.This dissertation will clarify some fundamental issues of the governing instrument firstly. Then on the basis of analyzing New Institutionism and New Governance, it will describe the choice frame of governing instruments. At last, the paper will conclude the features of the application of governing instruments and give some proposals on it in China.This dissertation consists of five parts. Chapter 1 is the introduction to the article, which is divided into four sections. They clarify some basic issues such as the meaning of governing instrument, the study background, the study history, and the ideas of this paper and so on. Chapter 2 analyses the theory foundation of the paper, New Institutionalism and New Governance, Which are tightly connected with the research of the dissertation. Chapter 3 gives a analysis on the choice frame of government instruments, which is the key part. It is divided into four parts, including the types of public goods, the offering subjects, the types of governing instruments and how to choose suitable one. Chapter 4 is the study of the application, clarifying the features of the use of governing instruments and giving some appraise and suggestion to China governing. A conclusion is made at last.
