Given the context of transition with the remarkable division of social profits and value changes, Chinese government's revolution is becoming more complicated owing to the diversification of social values and theories related to governmental revolution, among which the models of governmental revolution varies greatly by the debates even the antinomy for different value orientations toward public administration theories. And the theoretical contradiction gives rise to many risks not only for the researches but also the practices. From the aspect of public administration, learning from some western successful experiences will avail for perfecting its independent subject position and influencing the trends of Chinese current governmental reforms further.Aiming at the above issue, the paper is based on the principal theory of"commonality"related to Public Administration and reflects the history of PA leading theories via specs analysis, political analysis and focusing on the transforming of governmental administration and combining the reasonable elements of different opinions from different PA theories. Besides that, on the ground of Chinese contemporary situation, it demonstrates the challenges faced with Chinese government, and its statues in quo & reasons under the transitional period. At last, it explores the similarities and differences between Chinese governmental reforms and typical ones from other countries which also experienced the transition by the means of comprehensive comparison on the chance of giving a lesson to find out the best way for Chinese governmental governing model in the transitional period.The paper is divided into four parts included the introduction and the body. And the body is shown as follows:1.How to choose the best theory? There is no doubt that the commonality should be the fundamental basis for Chinese governmental reform. Therefore, the main task is to dig out the connotation and the development of PA which is considered as the stand point for perfecting governmental reform.2.How to realize the real public value while Chinese government is advancing its modern governmental reform. Because that the theories about commonality is obscure, the other task of the paper is to explore the institutionalization plan that means institution arrangement for administrative rationality and legality.3.What are the strategic goals? By means of learning from representative practices of other governmental reforms, it intends to improve the governmental governing ability for avoiding social excessively differentiation and power distributaries with the purpose of realizing balanced and harmonious social development.
