| Oligarchy is not a mainstream pattern in the history of politics. And it is inconsistent and partial in terms of development and space respectively, with which its conditions of emergence are particular. As a vivid example for studying the Oligarchy, the Russian Oligarchy has many unique traits itself, and it has experienced the rise and the down from Boris Yeltsin's times to Putin's times. During Yeltsin's presidency, the powerful economic oligarchs allied with Yeltsin for common interests, which transformed capital power into the political power. The Russian oligarchs intervened with the governmental policy by getting into the cabinet on their own or "capturing" the President Yeltsin. What must be admitted is that the combination of imperfect political system and the lack of restriction on political power is the greenhouse for the rise of Russian Oligarchy. However, this corrupt practice is harmful to the Russian economy and also the political order. Therefore, after Vladimir Putin assumed the rein of government, he began to take measures to address the oligarchy problems and has obtained some progressional achievements. In the end, the Russian oligarchy is fading out.The change of the Russian Oligarchy reflects the process of Russia's political reform and reconstruction of its political order. On the basis of clarifying the Oligarchy's concept, this thesis describes and analyzes the change of the Russian Oligarchy. The paper analyzes the causes of Oligarchy's rise in Yeltsin's terms, how the Oligarchy works and environment it practices. The paper also explores reasons why Putin decided to solve the Oligarchy issue, the measures he took and their effects on the society. By clarifying the questions risen above, we can get some conclusions and revelations which are supposed to be useful for transitional countries' reference. |
