At present, China is at a critical stage of reform and the process of political democratization has been constantly advancing. Democratic administration, as a basic idea of modem democratic politics, requests that the government must respond to the basic needs of the people and actively take actions to satisfy them. Therefore, more and more people are concerned about the problem of the government's responsiveness. However, facing a wide range of interests and demands which gradually appears with the economic and social development, the government has failed to change its function effectively and make immediate response. The government's responsiveness is still in a low level. Thus, how to improve the responsiveness and build a highly efficient responsiveness mechanism remains one of the urgent problems to be solved in the construction of Chinese government.With the analytic perspective of the new public service theory, this paper makes a survey of the government's responsiveness from the following four aspects: the positioning of the government's role, the value orientation of the public administration, franchise and civil participation, as well as administrative responsibility. At the same time, this paper makes an analysis of the most typical case of Shenzhen Municipal Government's response to the real estate market control from which reflects the developing predicament of the government responsiveness, further analyzes the deep-seated reasons of the lower level of the government responsiveness and proposes to construct the service-oriented government responsiveness mechanism.
