Grass-Roots Government Responsiveness Evaluation System Research For China

With the ever deepening of China’s political & economic reform and urbanization process accelerated, the construction of local government becomes an inevitable task of the development of the economic basis of China. Among them, the grassroots government system and mechanism construction as an important content of China’s political system reform,throughout the whole process of reform and opening up and socialist modernization construction in China. In other words, how to enhance and improve the construction of the government’s system and mechanism, to a large extent, affects China’s administrative system reform smoothly.Summing up the experience in recent years, it is not difficult to find that the group incident is caused by a lack of grass-roots government response. That is to say, the response mechanism doesn’t work effectively in our basic government. And the deeper reason is the low response which leads to mass incidents. In addition, the basic reason is that the basic level government has not formed a complete response evaluation system. In this context, improving government response capability and establishing evaluation system are important to the construction of our society.From the normative viewpoint, the evaluation system includes elements, principles,contents and process. And the elements include the assessment subject system of the subject,object, target, index, as well as methods system. Besides, the steps must follow the principles that can reflect the basic government ability, such as the integration principle, the scientific principle, the measurability principle and the controllable principle. And the core contents include the index system, the standard system and the methods system. The steps of a process includes conceptual design, implementation plans and report summary.However, there are many potential or realistic obstacles in the process of building this system, such as the subject’s understanding, abilities, the assessment system itself and the conditions. The way to overcome these obstacles is to raise awareness of the importance of evaluation work, to realize the evaluation institution, to introduce the mechanism involved in dialogue, consultation and supervision, and to establish evaluation information network and support system.
