The Responsibility Government And Construction In China

As a modern democracy a basic concept, the concept of responsible government has been generally accepted by all countries in the world, in China, the responsibility of the Government and its concept was also widespread concerned. At present, China is at a new stage of political reform. At this stage of the reform, strengthen the responsibility of the Government and to establish a mechanism of administrative responsibility is an important goal. In such a target, scholars are explore a path of achieve the responsibility government is the focus of the study, and this path must be under the guidance of China's situation. This article is based on the actual situation, with China's national conditions, to research China how to build a responsible government.The article is divided into three parts: the first part of the article is analysis the responsibility, and compares the meaning of the responsibility government between West and East. On the basis of comparison, article is sum up the responsibility of the inherent meaning of the Government and made the responsibility government's definition. In this section, the author is sum up the historical evolution of democratic process, analysis and discuss the responsibility of the Government of the basis theoretical, and on this basis that the combination of China's national conditions ,to tell China's Construction need the responsible government. The second and the third part of the article to discuss the issue about how to build the responsibility government in China. The second part of this paper summed up the main issues about the responsibility of the Government in building China's conceptual level and the system level. In light of these problems, articles from the traditional administrative culture of the impact, the improper exercise of public power and performance of administrative responsibility mechanism that three areas of the reasons for analysis.The article is the third part under the analysis of the previous text, based on China's Construction of the responsibility for the existing problems, from the idea of changing and the mechanisms' building of these two aspects, to explore some essential way about China's construction of the responsibility government.
