The Study On The Resurfacing Of The Land Administrative Officials

At present,the economic and social development of China is rapid,the speeding up of urbanization highlights the contradiction between the supply and demand of land.The land illegal phenomena which were led,pampered and connived by local government are intensified.To a certain extent,Land administrative accountability system do curb the illegal use of land,deter the illegal behavior and play a protection role for land resources.However,when tracking the further development of the officials who were punished by land administrative accountability,it is surprised that almost all of the officials still remain their positions,some even get a promotion.Among them,several officials do the illegal affairs again after punishment.There is no doubt that these phenomena would reduce the effectiveness of the land administrative accountability greatly.Thus,how to regulate the resurfacing of the land administrative officials to strengthen the effectiveness and efficiency of the land administrative accountability becomes the problem urgently to be solved in land management and social development.Finally the development and utilization of land resource would be reasonable and the cultivated land would be perfect protected.On the theory level,by studying the literature,works and related policy,expound the connotation of the concept such as administrative accountability,land administrative accountability and official resurfacing,make the definition of resurfacing of the land administrative officials.Explain the theory of law-based government,responsible government and unification of power and responsibility.At the same time,on the basis of the specific accountability and resurfacing information of the 73 officials which were punished in the first land administrative accountability in 2011,the study draw the conclusion about the characteristics of the resurfacing of the land administrative officials,and dig into the general information of land administrative officials' resurfacing from date and interval,district,position level.By learning 10 typical cases,the study have found that the resurfacing of the land administrative officials is full of problems,such as the time of resurfacing is inappropriate,too easy to get resurfacing,the process of resurfacing is covered.And then,analyze the causes of the problems from the dimension of policy system,supporting mechanism and value concept.After all the work,the study suggests that,to normalize the resurfacing of the land administrative officials needs to follow several steps below:First,consummate the land administrative accountability system by defining the officials' power and responsibility,unifying the accountability standards,standardizing the procedure of the accountability,strengthening the accountability efforts.Second,establish the resurfacing system of land administrative officials by defining the standard of resurfacing and regulating the procedure of resurfacing.Third,set up the supporting mechanisms as soon as possible,such as the information disclosure mechaJism,the social supervision mechanism and the accountability relief mechanism.Forth,strengthen the construction of responsible government and the officials' awareness of responsibility,enhance the officials'administrative ethic level and change the view of value in land use.
