| The lawyer regulation, as an essential component of the legal system, has became very significant for a nation. Meanwhile the lawyer, especially the maturity of this occupation can be used as the standard of a nation's legal civilization. As we know "how to manage the lawyer" - the lawyer management system is a core constituent of the legal system. Currently in our country for this section, "the two combinations" lawyer management system has been adopted, which means the union of two managements from two different departments, the legal administration and the lawyer association. However in this system quite a few problems has been exploded through years as the improvement of the lawyer profession and the increasing demand of the lawyer service, such as the confusion of the boundary of these two authorities, the deterioration of the self-discipline of the lawyer association itself and so on. Therefore obviously the system of "the two combinations" is not highly qualified for the current swiftly developed law business. In this thesis based on the current regulations of the lawyer system, the polished new lawyer management system has been highly recommended. This new system is called "three combinations and four levels". The three combinations is representing the union of the legal administration, the self-discipline managing of the lawyer association and the inner department of the lawyer profession, pulsing the management of lawyers themselves. The foundation of this thesis is solid which is based on the social reality and the current situation of lawyer industry. In my opinion the goal of the reconstruction of the lawyer management system is focus on the maturity of the self-discipline managing of lawyer association and the lawyer profession. This thesis will widen the horizon of the lawyer management system and advance the maturity of this system. In the long term it will offer the construction proposal for the legal reform in our country.
