Study On The Risk Of Poverty Prevention Of Project Involuntary Immigrants

With the growth of economic, the number of the involuntary immigrants grows day by day. Involuntary immigrants are facing risk of poverty, if the resettlement is not good, it may trigger social and economic problems. This paper carries on investigation to involuntary resettlement work and gets a lot of first-hand information, on the basis of this analysis of the project involuntary immigrants which faced with the risk of poverty. Then through the World Bank and our country in the involuntary immigrants' resettlement policy, as well as our country past and present involuntary immigrants' resettlement policy comparative analysis, points out that the deficiencies of our country on the immigration resettlement policy and carries on the revision to the IRR model. Unifies our country national condition, this paper proposes that the project involuntary immigrants impoverished risks measures and the corresponding execution requests, guarantees the guard impoverished risk measures can implement and realize the tangible, achieves the anticipated goal.This article embarks from our country involuntary immigrants resettlement policy's insufficiency, proposes that we must make the involuntary immigration placement plan, from the very beginning to prevent the impoverished risk occurrence; give the reasonable compensation to the production life restoration reconstruction, restore the measure to be possible to profit from the reservoir immigrant's later period support way; provide the public utilities for the involuntary immigration and implement multiplication placement strategy, especially for the minority groups, propose many kinds of support policies and avoid them falling into impoverished. To ensure the effective implementation of measures, this paper can be put forward to do a breadth and depth of the preliminary investigation, establish involuntary immigration mechanisms and the involvement of complaint channels. There must be undertaken by independent external monitoring bodies of work, which throughout the resettlement of immigrants has always been the assessment and monitoring after the assessment work.
