| Project resettlement is a complex system engineering, and at present the resettlement work in China is still in developing stage. Therefore, if the process is not managed well, the production and living levels of resettles will not be restored,and even affect the social stability. In order to standardize the work of resettlement, the World Bank puts forward the requirement of socio-economic monitoring and evaluation of resettlement of its loan projects related to the resettlement in 90s of the last century,especially for the progress of resettlement implementation. Namely, the progress of resettlement should be consistent with the whole progress of the implementation of the main project. Also it requires the monitoring and evaluation of immigration should be taken by an independent third party to ensure the objectivity and authenticity of that monitoring and evaluation.At present some of our large-scale reservoir resettlement work has introduced a monitoring and evaluation mechanism, which has provided a powerful data and technical support for resettlement work and also achieved good results. The main purpose of monitoring is to provide continuous feedback for immigrants and find out the problems that have occurred in the latter part of the work or potential one, thus get improvement In the latter part of the work.So far, the study of resettlement work in our country is mainly concentrated in the resettlement compensation, resettlement mode and post-placement evaluations, etc,. resettlement monitoring and evaluation of the study has not yet been extensived, the study was more limited in the evaluation principles and methods of evaluation and less contact with the project practice. Resettlement monitoring and evaluation of the project has important value and significance to solve the immigration issue. All the theoretical results at home and abroad of monitoring and evaluation are stutied in this paper,based on the research of processes and key factors to build the project resettlement monitoring and evaluation system, proposed resettlement monitoring and evaluation index system and used fuzzy analytical hierarchy process to establish index weight,through field research, surveys and visits to the households of the sampleto to collect data and information of resettlement implementation activities, especially focused on project implementation progress, project quality and project funding.With the survey data and related reports of Qingshuihai resettlement and the use of comparative analysis and comprehensive evaluation methods, through the empirical analysis and research to verify the resettlement monitoring and assessment system and give an objective assessment about the implementation of the project resettlement. With the overall evaluation results and combine the information obtained by the actual research,the problems of resettlement work can be found mainly in the pace of project implementation. On this basis,by the use of Objective—Oriented Project Planning method through the establishment of Problem tree and objectivestree to analysis the core issues and use Project Management Software Primavera 6.0 to propose Improvement measures and make a implementation plan in order to enhance the investment and social benefits of project.From the conclusions of case analysis we can see the monitoring and evaluation method used in the article is quite practical, and the data collected and the conclusion of evaluation can reflect the production and livelihood,economic and environmental changes in project-affected regions accurately, obtained the objectivity and authenticity of monitoring and evaluation.It has a reference value for monitoring and evaluation work and provides reference for the preparation of resettlement plans, the project decision-making and management of similar project, as well as for the post-support policies formulation. It also provides the mprovement direction of resettlement work in order to promote and improve the resettlement work. |
