The Local Government Crisis Management System And The Pattern Of Embedding The Moble E-Government

Nowadays, public crisis characterized by great destructive, spreading fast, broad in scope and hard to predict has become a general issue facing governments from different countries. If we can not control it well, our social security and stability will be affected, which makes it urgent for governments to strengthen the public crisis management. We can say that the public crisis management is an overall review and comprehensive appraisal about government's management capability and effectiveness, an important aspect to measure and reflect the government's ruling ability and a reflection of the government's decision-making body and its leaders'governing ability in particular.An local public crisis management is a practice conducted by the local government through information-gathering and analysis, decision-making and processing and experience-summarizing and enhancing in order to prevent the occurrence of the public crisis ,deal with various possible public crisis settings, reduce the public impact of the crisis and recover from it as soon as possible . Its purpose lies in preventing the emergence of the public crisis or reducing its destructive effect and resolving it fast and effectively when the public crisis is inevitable. However, the existing local public crisis management system has been unable to effectively respond to the current public crisis whose characteristics are great destruction, fast spread, broad scope and difficult forecast. Therefore, how to improve the existing public crisis management system to make it more effective to respond to the sudden public crisis is exactly what the local government need to solve urgently.One of the chief advantages of Mobile e-government compared to the traditional government lies in its timeliness and accuracy while transmitting information, which provides the favorable conditions for the effective prevention, rapid processing and comprehensive assessment of the public crisis. This paper presents the overall structure of the local public crisis management system and describes its subsystem as well as the subsystem's functions in detail. Furthermore, taking the crisis of JiLin petrochemical factory's explosion and Harbin water pollution as an example, the paper analyzes how to make use of mobile e-government effectively in the existing local public crisis management system , to take advantages of mobile e-government to improve the local public crisis management system .As a result ,it will be possible to deal with contingency public crisis more timely and effectively, and finally improve the local government'capability of solving the public crisis.
