This work tries to study corruption governance of Taiwan Area under the ruling of Jiang Kaishek through New Institutional Economics theoretically. Compared with the period on Chinese mainland, corruption governance of Taiwan had been improved from 1950's to 1970's. This work analyzes the motivation of institutional change on corruption governance within Taiwan Area firstly, holding the view that grave corruption caused institutional disequilibrium. Mr. Jiang, the elite group of Taiwan represented by Lei zhen and US Government are intent on pushing forward the institutional change of corruption governance for their own benefit. The cost of corrupt action has three essential factors: preparing cost, executing cost and psychological cost. It needs to design suitable institutions to raise the cost of corruption by the view of New Institutional Economics. This work states the institutional mechanism of controlling corruption within Taiwan area at that time with a brief evaluation at the end of this work.
