Both developed countries and developing countries,seems to have experienced a high incidence of corruption even flood periodin their modernization process,the development law is no exceptionin China.The biggest difference between China's corruption today and past corruptionis that the oligarchic economy has basically formed and become the basis of a corrupt economic system.While it is eroding the national economy and damaging the national interests,it also poses a huge political threat.The decision of the CPC central committee on several major issues concerning comprehensively deepening reform adopted at the third plenary session of the 18th central committee of the communist party of China in 2013 elaborates on the goals and realization paths of various reforms,including political reform.The decision takes " improving and developing the socialist system with Chinese characteristics and promoting the modernization of the country's governance system and governance capacity"as the general goal of comprehensively deepening reform.This is the party's new demand for political development.The modernization of national governance system and governance capacity will inevitably require further deepening of reform in relevant special governance areas.Article 36 of the decision specifically focuses on strengthening innovation of anti-corruption systems and mechanisms and institutional guarantees.This means that our party will raise the experience of institutional path to corruption to the strategic level of national reform and development.While affirming the anti-corruption phased results in 2017,the 19th National Congress of the Communist Party of China clearly pointed out that the comprehensive management of the party as one of the basic strategies for adhering to and developing socialism with Chinese characteristics in the new era must be consistent with the discipline and the anti-corruption."We must adhere to no-forbidden zones,full coverage,zero tolerance,persist in heavy containment,strong high pressure,long shocks...Advance anti-corruption national legislation...Strengthen the shock of not dare,and stick to the cage that cannot be rotted,enhance the desire The conscious suspicion,through unremitting efforts to exchange Haishuhe Qing,Lang Lang Qiang."From system level,corrupt governance process is actually a dynamic process in which power system constantly reshape,adjustment,adjustment and perfect.Corruption governance is closely related to the political environment and the system construction itself has strong timeliness,dynamic adjustment,so the analysis to the influence of the governance of corruption should contact to specific economic and social structure.Based on this research idea,this paper constructs a comprehensive analysis framework by selecting the core dimensions of the two kinds of "Chinese decentralization" of fiscal decentralization and political promotion tournaments,from the perspective of macroeconomic fiscal system and micro-personal personal behavior.The analysis of the growth and evolution of corruption and on this basis put forward the assertion that corruption and soft power are mutually solidified.This is also the reason for the gradual transformation of corruption governance from sport anti-corruption to comprehensive governance since the reform and opening up.The softening of political power is often accompanied by the broad and soft governance structure within the ruling party and the lax social order system dominated by law,which is also the practical basis of the comprehensive corruption governance strategy put forward by our party since the 18th national congress of the CPC with the emphasis on strengthening institutional binding and authority.However,it is far from enough to expatiate the effect of corruption governance only from the theoretical level,but also to be tested from the empirical level,which is exactly weak in the research on the influence of corruption governance to domestic scholars.To sum up,this paper extends the study on the influence of corruption governance from the following aspects:First,this paper introduces and expands the concept of "soft regime" proposed by muir dall as one of the theoretical analysis fulcrum of this paper,which in line with the characteristics of China's corruption since the reform and opening up.At the same time,this study further verifies muir dahl's conclusion that corruption and soft power are related to each other and cause cumulative effects in the causal cycle with China's practical experience.Second,it expands the research on the relationship between fiscal decentralization and corruption governance.According to previous studies,due to the imperfect legal system and the "vacuum" of power during China's transition period,local fiscal decentralization has not comprehensively improved the efficiency of local governments in providing public services,but on the contrary,it has greatly increased local government corruption.This article from the point of fiscal decentralization is trying to expound since reform and opening up,the central government to implement the financial system of the allocation gives local government tax returns right,with the limited financial resources from central goverment,local governments have a strong impulse to maxmize tax from enterprises within the jurisdiction,which mode of economic development lead to fuzzy boundaries and business relationship and breed corruption.Thirdly,it deepens the research on the relationship between political promotion championship and corruption governance.And Zhou Li Ann thought politics championship as a form of strong incentives to officials in the hands of the free disposition lead to positive as,although it bringsto distort,lazy is better than the government's administration,to arm and corruption.This paper tends to agree that it is this linked to economic indicators of incentive oriented accelerated the alienation of business relationship,cause a lot of corruption and the corruption usually in the interests of more subtle way.Fourth,it enriches the research on the impact of corruption governance.The impact of this paper on corruption governance follows the logic of the evolution of pre-corruption,focusing on the impact of corruption governance on government governance and market efficiency Among them,the impact on government governance is more focused on the impact of the strong anti-corruption after the 18th National Congress on China's current fiscal system reform and the model of official governance.This is not only a description of the previous phenomena,but also a description of the causes and measures.The logical extension is also to form the logic of the paper from the impact analysis of governance measures.In order to measure this effect more accurately,we select the financial transparency which can comprehensively reflect the perfection of the financial system for quantitative research.Fifth,it enriches and expands the research on the relationship between institutional environment and private investment.From a theoretical perspective,corruption governance regulates the operation of power,improves administrative efficiency,purifies political and business relations,and thus constructs a more effective business system environment,which is conducive to the growth of private investment.Taking corruption governance as an institutional variable,this paper conducts an empirical study to show the impact of corruption governance on private investment,which is another contribution of this paper.Based on such research ideas,this paper mainly includes:Chapter one discusses the background,significance,current status,contents and methods of the research,as well as the key difficulties and deficiencies.Chapter twodefines the important concepts,and then discusses the institutional change theory,rent-seeking theory,principal-agent theory,government capture theory,soft regime theory and so on.The third chapter starts with fiscal decentralization and political promotion,and elaborates the evolving characteristics of corruption.The fourth Chapter uses the theory of "soft power" proposed by muir dahl to analyze the profound impact of current corruption.The fifth chapter focuses on the comprehensive corruption governance model since the 18th national congress of the CPC and its profound impact on the political economy.The sixth chapter explains the impact of China's corruption governance on government governance and market economy.The seventh chapter on the basis of the above theoretical analysis attempts to verify our speculation-in recent years normative pressure to the financial behavior of local government is formed by corruption governance,which means the local government as the responsibility main body using public fuds with more cautious,financial behavior becoming more formal,the financial transparency of provincial government becoming more transparent.After that,not only the gray space for financial corruption has been compressed,but also fiscal transparency has been improved,thus indirectly reducing the fiscal system internal corruption.This is also one of the innovations of this paper.Chapter eight selects private investment as the barometer of market economy to test the impact of corruption governance as an important way of regulating power of the state on market economic activities.In order to describe the impact of short-term market fluctuations caused by corruption governance on private investment,this paper proposes a u-shaped hypothesis of the relationship and conducts an empirical test.This is another innovation in this article.Chapter nine concludes with some tentative policy Suggestions.
