By Our Country Social Policy In Government Responsibility

Compared with the "economic policy" in public policy areas, basic values of social policies are social equity and justice. The targets of public policies are to provide social services, solve social problems, meet the needs of the community, and enhance the quality of people's livelihood. Public policies play an irreplaceable role in the coordination and balance of different social demands, in the integration of various social forces to form the symbiotic win-win situation in which every force performs its own role. The development, improvement and implementation of social policy are important conditions of building a socialist harmonious society, and thereby achieving Sustainable development.Therefore, ased on the country's social, conomic and political development process and the actual picture and combined with practical activities the field of social policy, making in-depth analysis of the construction elements of social policy, comprehensively grasping the operational mechanism of social policy, continuing to improve the deficiencies and inadequacy in social policy, all of these are important means and priorities to improve the social management level, to enhance the capacity of government social policy and to develop and implement a reasonable social policy. The study should become an important subject.In the perspective of public administration, there is a variety of multi-layered meanings in the responsibility of the government. In the broadest sense, the responsibility is that the government will actively make responses to the needs of the people in the community, and to take positive measures and achieving a fair and efficient realization of the needs and interests of the people. It also means that the government and its public officials, in the community as a whole, should fulfill their functions and duties, which are obligations required by the law and society. That is to do better things to society rather than undermine society. In a narrow point of view, the responsibility means the negative consequences if the government organs and their staff do not fulfill their obligations borne by the law or use the unlawful exercise of power. That is the legal responsibility. This is the minimum guarantee of the government responsibility. Looking at the different perspectives of government responsibility, the contents of the government responsibility should at least include the following two aspects. The first is positive sense of the government responsibility, that is, social responsibilities and obligations of the Government and the administrative staff in their governance which asks the government not only to do things correctly and do the right things. The second is the negative sense of responsibility of the government, that is, if the government and the administrative staff do not fulfill their mandate, although not illegal or unlawful, or if they bring harm to civil rights and public interests they must bear negative consequences.Therefore, as the prerequisite for all the activities of the government, the identity and clarity of the Government's responsibility has a direct impact on the reasonableness, legitimacy and effectiveness of government. Meanwhile, it constraints the values, objectives and performance of social policy, which is the major means of social governance and social services of government. This article starts to make an analysis of "medical and health policy," which is an important aspect of the country's social policy theory and practice. Then it attempts to reveal the important roles of "responsibility" which is a core element of social policy under specific social situations and governance structures in china and to improve the strategy of social policies and the fulfillment of government's duty.In this paper, empirical studies, comparative studies, theoretical study's methodology are adopted. It includes three main parts:The first part, policy analysis samples. The analysis of our society starts from the actual policy for "health reform", from "policy back" to the policy change, and then to the current state of policy options, and reveals important roles in the whole social policy-making and the implementation of the entire policy in the practice of government responsibility, and thus introduces the necessity of theoretical discussion on the Government's responsibility in social policies.The second part is theoretical studies. It focuses on the predicament of cognitive responsibility of the Government in the process of analyzing China's actual social policy and makes an analysis on the external appearance and deep factors of this dilemma in theory.The third part is the policy recommendations. It provides advice for social policy in the theoretical study and practice effective awareness and responsibility of the Government to improve social policies in the future.The innovative points of this paper are: From the practice of medical and health policy, making an analysis of the significance and the role in social policy. It provides inspiration and reference for social policy research, healthy operation and enhancing the Government's social governance capacity.
