On The Government Responsibility Of The Phenomenon Of Difficult And Expensive Medical Treatment

Health is an important index to measure the strength of a country’s national strength. In fact, it has become one of the important symbols of the developed countries. With the rapid development of China’s medical and health undertakings, a reasonable and effective solution to the livelihood of the people’s livelihood issues become a priority in building a harmonious society. The problem of "medical treatment is difficult to see a doctor", if it is not properly resolved, it will hinder the development of society and economy. Formation of "medical treatment is difficult and expensive" is lack of ethics, medical poor, high prices and policy failure and other direct cause, indirect cause of lack of government monitoring, and system of deep-seated reasons. Therefore, to gradually solve the problem of medical treatment is difficult to see a doctor from the medical environment, government responsibility and regulatory system and other aspects of the implementation of system management, and effectively protect the people’s health interests, reflecting the principle of efficiency and fairness, to ease the medical treatment is difficult and expensive. This article which from the perspective of government responsibility explore how to solve the medical treatment is difficult to see a doctor.With the problem of "seeing a doctor is difficult to see a doctor" are talking about a lot of topics by many people, which is an urgent problem to solve this problem. In the face of the complicated situation of 1.3 billion people, the government should grasp the main contradiction in the problem to carry out analysis and demonstration. This article selects several typical cases to analyze, through reviewing the development process of our country’s medical service, combining with the performance of medical treatment, the real reason of the difficulty of the medical treatment, and then from the macro point of view, the government should make a rational and deep discussion, especially pointed out that the government should do in public health services. Finally, with the relevant public management theory, the positive countermeasure analysis is given. For this issue, the author believes that the medical treatment is difficult because the government is not reasonable for medical resources allocation, the medical treatment is mainly due to excessive medical failure to effectively curb. These two points have been used as a part of the full text. Finally, the author suggests that the government should increase the financial investment and special emphasis on reducing medical waste. In this paper, we will focus on the strengthening of two-way referral and the new "Internet+medical" model, the above two points and countermeasures and suggestions are also the innovation of this paper, so it has more space to elaborate.
