Oral Health Law of China (draft recommendations) and Oralhealth development planning of China (draft recommendations) were written andinvestigated online to collect the opinions of stamotaology experts. Based on the fourresearches above, some suggestions were offered for the government thereby promptingthe legislation development of oral health care in China.Methods:A site questionnaire survey was conducted for1752citizens from15provinces in China. Another site questionnaire survey was conducted among all of the93dentistsduring two trainings for grass root dentists of Shaanxi Province. Questionnaires weredesigned based on the content of Oral Health Law of China (draft recommendation) andOral health development planning of China (draft recommendation), which were writtenaccording to other aspects of the health act documents in China and foreign oral healthbills by us. Then questionnaires and the two draft recommendations were sent tostamotaology experts by E-mails. Experts replied to E-mails with their opinions on thedraft recommendations. FoxPro6.0software was used to build database and SPSS13.0todescribe and analyze the data.Results:Among all the1752respondents during the survey for the public population,10.27%were very concerned of oral health regulation and policy.7.42%thought that thepropaganda work of oral health regulation and policy from the government was good. Thedifferences between the district group and country group were statistically significant(P<0.05).9.65%of all respondents considered that the supervision of oral health care fromthe government good. The differences between the two groups were statisticallysignificant (P<0.05). The rates were41.99%and46.66%respectively.40.98%believedthat the most effective method of supervising oral health care market was legislationdevelopment. The differences between the two groups were statistically significant(P<0.05). During the survey for the dentists,95.70%of93respondents were veryconcerned of oral health regulation and policy and87.10%believe that the oral health lawwas very necessary in China.59.14%of all respondents were aware of the ManagerialRegulation of the Medical Institutions while31.18%were aware of the Basic Standardsfor Medical Institutions. The differences between the grassroots public medical institutiongroup and private dental clinic group were both statistically significant (P<0.05). Therewere more dentists who were aware of the Managerial Regulation of the MedicalInstitutions and the Basic Standards for Medical Institutions in the private dental clinicsthan that in the grassroots public medical institutions.49.46%of all respondentsconsidered the regulations about oral medical practice license as guidance for their jobs. The differences between the two groups were statistically significant (P<0.05). There weremore dentists who thought about that in the private dental clinic than that in the grassrootspublic medical institution.13questionnaires were collected in the survey of Oral HealthLaw of China (draft recommendation).All experts considered this kind of law essential inChina and7of them offered their suggestions. Of all18collected questionnaires in thesurvey of Oral health development planning of China (draft recommendation),17expertshold the positive opinions of the draft recommendation and9of them listed their ownrecommendation.Conclusion:After analyzing the data from the survey for the public population, some exitingproblems were discovered, such as the propaganda work of oral health regulation andpolicy and the supervision of oral health care were not good enough. The problem that theawareness of common oral health regulations and policies of grass root dentists were notoptimistic was found from the results of survey for dentists. Moreover, most dentiststhought highly of the legislation of oral health law in China. The participation of exportswas very low during the survey of Oral Health Law of China (draft recommendation) andOral health development planning of China (draft recommendation). However, those whoreplied to the questionnaires held high recognition of the two recommendations and theysuggested adding in the contents below:(1) rights protection of dentists;(2) vocationtraining of dentists;(3) oral health education for key population;(4) oral health care incommunity health agencies; and (5) promotion of new technologies.
