A Study Of Habermas' Discourse Ethic Ideology In International Relations' Vision

With the unceasing depth and the development of the globalization, the problems caused by it in international relations are being attached importance to by the political circle and the educational world. These problems are not only economic problem and political problem, but also ethics problem. On how to solve these problems effectively, the scholars of various countries have different views. It has positive and vital significances for people to research the problems existing in the contemporary international relations from the ethics angle. The German philosopher and sociologist Habermas is considered as one of the most influential and encyclopedic thinkers in the contemporary West. He is famous for proposing communicative behaviorism theories. Habermas proposed the Discourse(Negotiation) Ethic Ideology on the base of the communicative behaviorism theories. He advocates, under the ideal speech environment, people with the communicative intelligence according to the rational requests and the preinstall standards and procedures, seek the understanding and achieve the commonground through the dialog and the discussion. Seeing from its theoretical assumptions and displayed forms,it doesn't involve the concrete content of ethics but only the standardized and valid deduction procedure. As a distinctive modern ethic ideology which can be used to deal with the modern sexual morality crisis, Habermas'discourse Ethic Ideology has realized the model transformation of the ethics, which has important value in many aspects such as democratic politics, legislative buildings and international relations. It has positive and important theory significances and practical significances for us to apply in understanding and solving international relations under the background of the globalization correctly.This article analyses the international relations from the ethics angle, examines Habermas'discourse Ethic Ideology in international relations'vision, and appraises the applications and the enlightenments of Habermas'discourse Ethic Ideology in the contemporary international relations on the Marxism standpoint. The thesis is mainly composed of four parts. The foreword, on the whole, has a brief introduction of this topic's origin and base, the predecessors'research results, the research goal and the significances. Part One analyses the contemporary international relations from the ethics angle, elaborates the historical jump of the international relations ethics according to the order of international morals' spontaneous condition---- independent condition---- construction condition, combs mainly the ethic problems which are existing in the contemporary international relations, introduces briefly the main schools in the ethics research about the international relations and proposes that Habermas'discourse Ethic Ideology belongs to the moral constructivism school in the ethics research of the international relations.Part two elaborates the primary coverage of Habermas'discourse Ethic Ideology in five aspects. The communicative behaviorism theories is its ideological foundation, the communicative action, communicative rationality, communicative intelligence, communicative language and intersubjectivity, living world and systems are its main coverage; the discourse is its core concept, and one kind of action to demonstrate the communicative validity; the ideal speech environment is its rational preinstall, and it is the essential hypothesis premise for the communication and discussion;"the generalization principle"and"the speech principle"are its two big basic principles, between which one is the premise of the other, and complements the other mutually; cognitivism and proceduralism are its basic features. Habermas is focusing on saving the multi-dimensional value conflicts, and hope to construct one kind of universalism moral rule which can be acknowledged and approved by all the people.Part three examines Habermas'discourse Ethic Ideology in international relations'vision, and elaborates the applications and the enlightenments of Habermas'discourse Ethic Ideology in contemporary international relations in five aspects. Namely: to improve global"living world", and to build peaceful and developed harmonious world; to set up"the political community"which can cross nation-state, and to strengthen consciousness of the global community; to build"ideal speech environment", and to found negotiation-oriented order of the international relations; to seek common ground while maintaining difference, and to promote coexistent and co-prosperity and the multi-dimensional development of the global culture; to formate"generalizational"standards, and to promote mechanism for international issues'processing. These five aspects'applications and enlightenments are blended and seeped mutually, and are also related closely and inalienably.Part four appraises the applications and the enlightenments of Habermas'discourse Ethic Ideology in the contemporary international relations on the Marxism standpoint, and elaborates its existent insufficiencies and problems in the following three aspects: the limited function, the existent paradox and the separated reality.The conclusion states that although it has certain insufficiencies and problems for people to apply Habermas'discourse Ethic Ideology in understanding and solving contemporary international relations, its positive and vital significances and enlightenments are undeniable. It can also bring us happy hope and spiritual power.
