The Agricultural "Zero Tax" Period Township Government There Exists A Problem In Function And Inproves And Coutermeasure

In the agricultural "Zero Tax" period, an important issue is how to reform aiming at changing the township governmental functions. There are many arguments, and the purpose of this paper is also to discuss this question. In my opinion, as the most basic level regime, the township government is facing many complicated problems. Then it is vital to change the township governmental functions in an essential way. The reasons are: At present, the township government only focuses on administrations and management, while the function of social services is neglected. Meanwhile, the dislocation of the function and the behavior of overriding the functions incurs as well. On the one hand, government directly participates in the operation and investments, and make decisions without farmers' permission. This seriously disturbs normal development of market economy and violates farmers' rights. On the other hand, there are problems about implement the policy, management and supply service. In the new period of building a new socialist countryside and a socialist harmonious society, the development of the village and towns must focus on the function location which is the heart of the reform. Using experiences of the management of the village and towns in the foreign countries, linking with the practice in the work of our countryside, locating the function of the village and towns scientifically, then we can endow the new function for governments.In the new period the township government should focus on strengthening the development of the rural economy and creation of an environment and providing public good, should organize production functions and participate in the economic transformation of the social management and public services. Specifically, the position should be: optimize the environment for economic development, promotion of rural economic development, strengthen management, improve rural governmental mechanisms, strengthen public service and improve rural infrastructure, develop social undertakings, build spiritual civilization in the rural areas.Achieving village and towns' function and integration of planning resources and reduce management layers, simplify and improve the efficiency of the administrative system to establish coordination; the cause of reform of village and towns institutions, the introduction of market completion mechanism, encourage private participation in power and create a vibrant public utility services; proper arrangements for segregation, improve training, improve system performance , innovative professionals, establish open and competitive personnel management system, strengthen out the country government, change of leadership and working methods, we will actively promote the reform of country agencies. Village and towns should create a favorable environment for reform and consolidate the results of the structural reform.
