The Research On The Change Of Ruling Foundation In The New Period And Corresponding Measures Of CPC

The ruling foundation is cornerstone of a governing party. Whether foundation is stable is of vital significance to the status of governing party. The crucial issue is simply the relationship between the party and the masses, the heart of which is whether the masses approve party's ruling place. The ruling foundation of CPC means the force which it depends on---class and mass foundation.Before the Reform and Opening, the ruling foundation was mainly "two classes and one stratum." And it has changed deeply after later. With the changing of intension and extension of working class, levels were divided in both working class and the peasantry, and new social stratum emerged.The change of ruling foundation of CPC has a far-reaching influence on itself and the society, which is positive and progressive as a whole. However, some emerging problems are unavoidable such as the status of workers going from strength to weakness as well as some strata in two big classes; the standard of absorbing the member from the new social stratum to the party; party conduct of "2-new organization" is often slower than its development.The emerging of the problems is multiple which results from social transformation, complex situation of "2-new organization" and so on. We analyze the cause to search for the approach to solute the problems. We should explore the corresponding measures to strengthen class foundation of CPC and enlarge its mass foundation by guaranteeing master status for working class; improving economical status for some weak stratum; strengthening people's sense of united and class recognition; ensuring the work of absorbing new party members and exploring new approaches for our party and members to bring into action.
