During the anti-terrorism activities ,the United States have to look for help and support from other big countries, and also need the help of U.N and depend on the function of U.N. This situation is benefit to the international society anti-terrorism cooperation, and it also has forced the United States to refrain its pole hegemony and single side diplomacy.The third part analyzed the benefits and negative influence that can get from carrying out its anti-terrorism strategy. But in the same time, the United States made use of international anti-terrorism to deploy the overlord among states strategy. This caused itself can not excuse form the anti-terrorism. If the United States really wants to solve the terrorism effectively, it should has a clearly understanding for terrorism and strengthen the predominant position of U.N. not always make use of violence solve violent problem.
