| The 16th National Congress of the CPC and third Plenary Session of the sixteen Central Committee have established man-oriented , Comprehensive ,coordinated and sustainable development conception under new globalization background characteristic of times. The scientific development conception is the development of Chinese characteristics which is on the base of building new model industrialization . The Chinese modernity that is based on the new model industrialization, it`s not only as a classic modernity of the traditional industrialized base, but also the post-industry civilization of post modernization and the resonsideration modernity , that is the process of lead the architectural society , industrial society , knowledge society to the Chinese modernization at the same time, it is the modenity of reforming the content,goal and structure of modenization. This article discuss the new modernity connotation of the scientific development conception from criticism and exceed the traditional development conception from scientific development conception,reflect of the new achievement of the global developmental theory and the basic connotation of the scientific development conception .
