On The Rule Of Law And Building A Socialist Harmonious Society

The Forth Plenary Session of the Sixteenth Central Committee of the Chinese Communist Party raised the crucial topic that build the harmonious society of socialism。To build the harmonious society of socialism is a main task for us at present。The harmonious society of socialism is a society of democracy and legal system, fair and justice, honesty and fraternity, full of energy, stability and order, and human lives harmoniously with nature。Democratic legal system is the typical feature of the harmonious society of socialism。So we must perfect the socialist legality, perfect the socialist legal system, and carry out the policy of ruling by law。Only after the whole nation build their concept of ruling by law, and voluntarily carry all their activities into the model and way setting by the legal regulations, can we form the good social order and social environment, to achieve the harmony of the society。In this essay, I try to start from the connotation and characteristic of the socialist harmonious society, combining with the unharmonious phenomenon in the society, conclude that perfect the socialist legality and the socialist legal system is the essential path to achieve and build the harmonious society。The whole essay can be divided into four parts。The first part is a comprehensive discussion on the connotation and characteristic of socialist harmonious society。Discuss the different views on harmonious society from the scholar field。Among them, more attention is paid to the president Hu Jintao's understanding of the connotation and characteristic of socialist harmonious society。Also point out that the construction of democratic legal system is the typical characteristic of socialist harmonious society。The second part analyses the relationship between ruling by law and harmonious society, holding on that ruling by law is a crucial criterion to judge the society is harmonious or not。It is also the foundation and guarantee of the socialist harmonious society。The third part reveals that ruling by law is the essential way to achieve the socialist harmonious society by analyzing the expressions and reasons of the unharmonious factors existing in the society。The forth part deals with the view that ruling by law is the essential path to construct the harmonious society。However, because of the imperfections of our national legal institution and legal system , only through the progressively perfection of the legal system , strengthening on anti-corruption , improvement of the legal sense of the nation ,as well as upholding the justice of judicial administration can we carry out the policy of ruling by law and to achieve the goal of constructing the socialist harmonious society。...
