Since the reform and opening up, our state has been in the period of social transformation with changes in social structure, social operation mechanism, social system, social attitudes and so on. In the of institution transition, there are changes not only in economic system, but in social transition and social conversion, and the phenomenon of anomie happens frequently. Now, our country is in the stage of anomie, the phenomenon of anomie becomes universal in economic life, political life, cultural life, even all social fields. The phenomenon of anomie shows a trend of accelerated proliferation. At this stage, in the field of public administration in our state, anomie of administrative moral appears frequently. This article analysis the connotation of administrative moral anomie at this stage in our state through abstract level (standard system of administrative moral, and regulations of government agencies) and specific level (anomie acts of government agencies and administrative staff).The author aggregates different forms of anomie in different levels, different areas and different time, and then gives readers a detailed classification. The author analyses the reason of administrative moral anomie through social system and administrative staff. The article gives readers a model of administrative moral anomie in our state at this stage. The article introduces the impacts that administrative moral anomie brings to social standard system and political stability. Finally, the author constructs a system of correction from strengthening the construction of government ethics, construction of institutionalized norms and improving administrative staff moral qualities.
