As an important component of social justice, institutional justice is people's moral concern and ethical thinking about what kind of system should be established and how the system should play its role. Whether the system is just is embodied in two aspects: First, whether the attributes of justice are given at the time of the establishment of the system; Second, whether the system embodies the principle of justice in the course of implementing the system. Moreover, the institutional justice is in that whether to protect the security of the people, to safeguard the people's equality, to promote people's freedom and to enhance social efficiency. Therefore, security, equality, freedom and efficiency become the basic principles which institutional justice should embody. Institutional justice is divided into three types: the economic institutional justice, the political institutional justice and the cultural institutional justice.Our country is socialism, whose system design is just and reasonable in the mass. However, due to the impact of the old system and ill-consideration of the interest distribution in the process of reform, system on some aspects become unreasonable, especially there have been some drawbacks in the running of the system, which caused many social problems, such as the widening economic gap between rich and poor, excessive growth of the Gini coefficient, serious political corruption, inequitable education, unequal distribution of education resources and so on. Against these phenomena, this paper analyses the institutional reasons and concludes that these problems belong to the problem of institutional justice from the perspective of the root causes. Therefore, our country at this stage should speed up institutional reform and safeguard all aspects of institutional justice. More specifically, at the aspect of economic system, the urban and rural unified market economic system should be established and improved; the social security system should be covered comprehensively; the system of income distribution should be reasonable and order; the system of labor and employment should be fair; the public finance system should have clearly defined functions, etc. At the aspect of political system, we must establish a sound government management system, democratic legal system and supervision system. On culture, it is necessary to improve the education system, improve the management system and strengthen the building of the legal system.
