OSCE is the successor of CSCE (the Conference of Security and Co-operation in Europe) which was established during the Cold War. Being the channel of communication and the framework of dialogue between two confronting camps, its activities has formed a systemize process which is not only important but also complicated. Since the military strength of the allies and neutralities in Western Europe was much less matched with that of United States and Soviet Union, it mainly took the form of communication and dialogue to safeguard the security in this context and it was proved to be the best approach. During the cold war and after, three trust mechanisms and arms control dimensions had been realized which helped to stabilize the European continent, prevent the outbreak of the new war and give contributions to the political stability and economic development of the European countries. After the Cold War, OSCE's influence is waning. It has conducted some adjustments and reforms, but its effectiveness was limited. At the meantime, OSCE is becoming an accessory of USA's "democratization" strategy which aims to push forward "democracy" in former Soviet Union blocs by conducting supervision on elections and other human right activities.Nevertheless, as the advocates of synthetic security, common security, cooperational security and the principles of multilateralism and the practice of preventive diplomacy, its security theories and systemize organizational management experiences should be used for references by the regions with complicated configuration, unbalanced power distribution and controversial great powers, facilitate the establishment of the security regime in Asia-Pacific region, and create stable regional environment from which China shall benefits. It also will help China to know how the western countries interfere the domestic affairs of other countries, heighten its consciousness of self defense through anglicizing the role of OSCE in "Colour Revolutions".
