With the development of globalization, the international flow of capital, service and people become increasingly frequent. For France, the inflow and existence of immigrants has severely challenged domestic employment, social security policies, non-traditional security and immigration policies.Since 1973, the assimilation-oriented "Republic Model" has encountered unprecedented challenges. After the Cold War, immigrants' issues eventually become the core problem of French society. Using theories of globalization and public policy as a study basis, this paper describes the structural characteristics of French immigrants, and reveals their impacts on social security system after the Cold War.This paper is composed of four chapters, plus a foreword and a conclusion. In the foreword, the author illustrates the reasons of the subject, evaluates the conditions of the academic researches on the subject both at home and abroad, and defines some related concepts.Chapter one concentrates on the structural analysis of the French immigrants after 1990s. Firstly, the author gives a brief introduction on the background of French immigration after the Cold War. Secondly, the immigrants' structures are developed from both quantitive and structural perspectives. In structural analysis, the paper evaluates from age and gender, education, occupation, etc.In the second chapter, the author makes an analysis on the positive impacts of French immigrants on its social security system. First, a brief introduction is carried out on the main contents of French social security system. Secondly, immigrants have played an important role in French economic development, which provides a financial support for the social security system. They have created tremendous wealth, open up new consumer markets and expand the payment scope to social security system. Finally, the inflow of immigrants improve the structures of French employees, thus provides impetus for social development.The subject of Chapter three is the negative impacts of French immigrants on its social security system. For example, the ageing of immigrants challenges the expenditures of retirement pension insurance and medical insurance. High unemployment rates of immigrants leads to the rise of unemployment insurance. Immigrants occupy a large share of family subsidies expenditures.Considering the influence of immigrants, the adjustments of French government's policies is evaluated by using public policy theories in chapter four, including the adjustment of immigration policy, the reform of the social security system.In the concluding part, the author remarks that French government faces some difficulties during the adjustments. The reform involves the vital interests of the ordinary people, so any reform that damages their vested interest will encounter the strongest protests. So does the reform of immigration policy.
