The Analysis Of Interest Groups In Public Policy-Making Of China

With the development of economic construction of the Chinese socialism, democracy and transform of the government functions, the interest structure have adjusted deeply. The diversified subjects, distensible gap between rich and poor, the interest complication, the unbalanced rights of interest subjects and so on, have proved that the most people pursue their interest further, and the coordinated difficulty of various interests increases. So the government should attach importance to coordinate various interests, in order to protect the people 's enthusiasm to pursue the benefits, and integrate each kind of social relations effectively, promote the benignity interaction of each kind of non-governmental sectors.The public- policy making, which in essence is the adjustment of interest, is the important way to coordinate the divergent interest relations. The formulation of each kind of special operational policy and measures must involves different interest groups inevitably, consider the different interest groups and their requests fully, so the government should unify the interests of different profession and different populace. The paper takes the policy of Nujiang River dam as an example, discusses the benefit interaction, benefit gambling and the coordination questions between different groups. First, the definition and division standard of interest groups is discussed. It's thought that in the fast social and economical change time, the interest groups, who have the common circumstances and common heritage community can describe the social interest structure, and they by any means possible to affect the public- policy making in order to maintain their own benefits. Next, the paper introduces the policy-making process of Nujiang River dam, which receives widespread attentions. Among this process, the influence to the policy-making of folk environmental protection organization is becoming remarkable day by day. In view of the divergent interest groups' cognition manners and behavior choices, the paper points out that the government should reinforce the system construction, establishes a set to be able to resolve the benefit contradiction effectively, to melt the conflicts of interest properly, to promote the harmonious interest adjustment and expression mechanism unceasingly. Finally, It points out that nowadays the subject rights between different groups are unbalanced, and elite's decision-making plays the leading role in our country.
