Interest is the eternal theme of real politics. Western scholars have researchedinterest for a long time, and the concept of interest groups, which has formed acomplete theoretical system at present, is frequently used. Since reform and opening, acorresponding change occurs in political and economic relations with the developmentof social productive forces. Interest groups have played an important role in China’spolitical development. Under the context of this reality, how to promote the balanceddevelopment of the Chinese interest groups and to reconcile the conflict between theinterest groups and the government to make the promotion of democratic and scientificpublic policy making is becoming the research focus for domestic scholars.This article referring domestic and foreign related research results defines theinterest groups as a class of group affecting public policy which purposes to maximizethe benefits of the group across traditional class or stratum boundaries, with thecommon interest demands and a sense of collective identity and certain organizations.The interest groups can be divided into the powerful interest groups, the potentialinterest groups and vulnerable groups of interest, according to social resources theyown, the ability to maintain and seek their own interests and to affect the country’spolitical and economic life.Behavior strategies of interest groups affect public policy include: various interestgroups weaving a social network together, applying different impact on public policymakers and implementers; consigning persuasive to explain the pros and cons of theirpolicies and measures from the objective reality to decision-makers; conveying wishesor demands through TV and network, and then with the help of public opinion toinfluence decision-making direction; for the consideration of their own interests andthe needs of action,interest groups form partnership with other interest groups orgovernment organizations, to achieve the purpose of impacting public policy; interestgroups fuse a public event gathering power of the masses, and force the governmentwith violent or non-violent action to achieve its interest demands. Each coin has both sides. The impact of interest groups on public policy is boundto have positive aspect and negative aspect. This article argues that China has tostrengthen the scientific, democratic and rule of law in the public policy process, tobuild the mechanism of interest balance, to improve the mechanism of interestexpression and to strengthen the mechanisms of interest oversight. China needs toguide the interest demands and the interest expression of interest groups to bereasonable and legitimate, play its positive performance in a reasonable way, and tocurb its negative effects.
