Civic Virtue's Training And Rural Community Construction

As an important part of the New Countryside construction, rural community construction is the effort to break the system of city and country separation, and the way to implement common development, which thus has very important realistic meanings and political senses. There are two different logics on the understanding of community in China and western countries: the former is to construct community, and the latter to find community. By comparison, we can find that the community takes a very important part in civic virtue's training.Based on Zhejiang Province rural community construction experimental units, this dissertation discovers some changes good enough to commend, but we also can find some problems, such as the lackness of democratic thoughts and the low level of public participation. These problems are just the key ones in China's village-self governmence and rural construction. It is absolutely not occasional to arise these problems, but have profound historical and psychic reasons. The lackness of civic virtue is just one of the key reasons.Rural community construction goes through under the situation that the China's traditional and the rural traditional is destroyed, but short of necessary makeup. It's a very important part of basic project to the Validity Rebuild in countryside, and its main purpose is to plant the peasant's civic virtue. The civic virtue needs the peasant training in active public participation, and the government's necessary policy support, as well as needs citizenship education.In the process of rural community construction, we need to deal with three principal roles' relation: government, people voted by the peasants, and the peasants. The concrete principle should be that: the peasants who are the citizen maximize public participation, the elected who are representative perfect execute, government which is policy and expenses' provider effective helpness.
