Research On Citizen Participation In Rural Public Infrastructure Construction In China

The rural revitalization strategy was put forward in the report of the 19 th National Congress,required to accelerate the realization of rural modernization.Rural public infrastructure as an important support for rural development,it is an important guarantee for accelerating agricultural development and improving the living standards of farmers,it is also an important measure to solve the problems of “agriculture,rural areas and farmers”.The state has proposed to increase investment,it will promote balanced supply and resource sharing of public infrastructure in urban and rural areas.Rural citizens as the subject of rural governance,the full play of its role determines the development of rural economy and the stability of rural society,so in promoting various undertakings for rural development,the main status of rural citizens cannot be ignored.Rural public infrastructure is the basis of rapid and sound development of rural undertakings,it is closely related to the daily life of rural citizens,to meet the basic needs of rural citizens as the starting point and foothold of construction.Therefore,in rural public infrastructure construction,we should have the working consciousness of respecting the subject status of rural citizens,and broaden the channels of expression of interest appeals of rural citizens,we will actively mobilize the enthusiasm of rural citizens to participate,only in this way can we promote the democratic construction of rural society,to ensure the scientific and rational decision-making of the government,then achieve good governance in rural areas.Rural public infrastructure construction has a strong correlation with the participation of rural citizens,in order to realize the vision of building a beautiful new countryside,it is necessary to strengthen the research on citizen participation in rural public infrastructure construction.This paper is based on the definition of related concepts,to choose the theory of public goods and good governance as the theoretical basis,and point out their value function in the text,in-depth research in the DM township of Henan Province,through questionnaires and face-to-face interviews with rural citizens,to understand the real situation of citizens’ participation in the construction of public infrastructure in DM township,and according to the data obtained from the survey,to find out the problems and causes of citizen participation in rural public infrastructure construction,and the theory of public goods and good governance theory as a guide,targetedly put forward countermeasures to improve citizens’ participation in rural public infrastructure construction in China.
