A Study On Citizen Participation In Rural Community Governance

In recent years, the party and the central government has always attached great importance to the rural community construction,through a series of policy measures they proposed, such as building socialist new countryside,balancing urban and rural development,the new urbanization. Under the leadership of the government, the development of rural communities has made gratifying achievements.However, in many poor rural areas,the development of community construction has been stalled until the passion based on government-led and mobilization for community building has fade.The energy and power of community building is in a serious shortage, which leads to the rural community governance into the collapse of the edge.And the rural citizens who should be the main part of the rural community construction and development have faced some problems.The citizens are excluded from the main body of community construction in a certain degree for the government controls the whole community construction by the government’s administrative instruction leading to it.Some rural community boundaries are not reasonable through the "unity of the village and the group", it leads the lack of the foundation of the corresponding civic participation in culture and interests.In the construction of the community, such as the evaluation and the protection of funds, citizens are difficult to effectively participate in community building and it is always in lack of power.In public affairs management, there are institutional barriers to the citizen participation, the channel of participation is not smooth,the level of the organized participation is low and people always lack the awareness of participation.These problems cause the rural citizens participation into the "passive participation" in the policy or theory and the "symbolic participation" stage, the lack of citizen participation in the rural community hinder the development of rural community governance.The paper based on the theory of social relations analyzes the motivation, implementation and effect of the construction about "Xingfucunluo" in Zigui county. It finds out that the rural community construction in Zigui has effectively alleviated the problems of citizen participation.Between the state,the community, the community of the villagers and other main bodies,the cooperation and interaction in the community level are realized on this basis.Through the introduction of the institution and policies to reduce the direct administrative intervention, the government has achieved the guidance of citizen participation.The government divided the community into little villages which is based on the reconstruction of the regional boundaries, the construction of the community of interests, and the establishment of a culture of public opinion environment, through that the foundation of citizen participation is compacted.At the same time, the rural community management system is optimized,and a village council which composed of village elite has been established in rural areas, it promotes the participation of villagers in the organized way.The rural citizens have achieved substantive participation by event oriented and elite demonstration driven.Through substantial participation, the awareness of citizen participation is increasing, and the rural basic facilities have been continuously ameliorate,and the level of social governance has been improved.The government, community, community elite, ordinary citizens have participated in the construction of "Xingfucunluo",it is the application of the national and social interaction theory in the micro community level, and it is a supplement to the localization of the theory of participatory development.The construction of "Xingfucunluo" has achieved good results, but there are still some problems in practice.It has the problem of the relationship between the village council and the village committee, the problem of rural community elite "outflow", and the sustainable development of public resources.These problems which exist in rural community construction in other areas more or less,will have a negative impact on the long-term development of the community. They need to be solved by strengthening the independence of the social organization, cultivating the main body of civic participation, as well as the integration of public resources and public interests and other aspects.Through the improvement of these problems,the long-term development of rural community will be promoted.The construction of "Xingfucunluo" in Zigui county not only improves the level of rural community governance in Zigui area, but also has some referential significance to other areas.The government should guide the community to cultivate and tap the internal resources of the community, and realize the effective combination of external input and internal resources.lt also should pay attention to the interests of the community, and promote the participation of citizens in the interests of the community.However, the construction experience of Zigui only has the reference value, but in the specific community construction,the subject of community should pay more attention to the local conditions,and make the concrete forms of the community governance diversified.
