A Study On The Administrative Sincerity Personality And Its Construction

In modern society, building a service-oriented government has become a inevitable choice. To meet with this requirement, the construction of faith-government is firmly necessary. As a result the construction of administrative sincerity personality is needed. This paper includes three main parts:In the first part, based on the history of the credibility ,the paper analyzes the different of the honesty principles during the anient time in in West society and that in China. Meanwhile,it pays attation on the issue that the honesty principles expanded from th the private law to the public law (especially the Administrative law). At last the paper gives the concept of administrative sincerity personality, and interpret it.In the second part ,the paper focuses on the transition period, China's administrative sincerity personality defect. Mainly including the loss of integrity character and its performance. Also the reason that casued the lack of the personality has been studied . On this basis, it states that constructing the administrative sincerity is necessary and urgentIn the third part, several measures has been given to resolve the problems mentioned above . These measures include the changes of the idea and some specific system design .All these measures has been given to let the administrative body and civil servants have stronger sense of honesty. In the conclusion part, the author points out that the building of administrative sincerity personality is a complex dynamic system. It must depend on the in-depth education in ethics, but also should include the perfect legal system . Finally the author expects that: the administrative sincerity personality will be constructed early.
